Dou Xing Suet [Tavia] was a daughter of a smuggler. She accidentally saved Nie Ji Yun [Steven]. She did not know Ji Yun's true identity was a spy from the government in order to investigate the smuggling activities. Finally, with the contribution from Nie Ji Yun, Xing Suet's father was finally killed by the governors. Luckily, Xing Suet had escaped from the tragedy. After the incident, she decided to be brave enough in order to face the problem.
Ji Yun reappeared and he faced Xing Suet again. Logically smuggling was an illegal activity and against the rules. However, after listening to Xing Suet's words, he realised that the citizens had no choice but to smuggle. Not only citizens will smuggle but the governers too. The consequences caused by the smuggling activities done between the governers had lead to the citizens being suffered. Ji Yun finally knew it.
